Politically Speaking: Prop 58 and Finding Qualified Bilingual Teachers

Now that voters approved Prop 58 - which brings back bilingual education in schools - there's a challenge that schools aren't prepared for. Where will all the qualified bilingual teachers come from to get these programs started?
